Reroll scam last December

So according to this post I saw way back when it was originally posted, the "Random" rerolling for skin shards was figured out to be not random. People were lead on to think it was completely random(minus hextech skins) by Riot's advertising.

"Hey folks, I just asked some of our loot guys about this, and while OP’s numbers are a little off (1350s, ultimates, etc. do drop sometimes) it actually does look like there is some unfair weighting on skin rerolls specifically. For now, the devs are going to push out an update to remove ALL weighting for the reroll results. That means all unowned skins (except mythics) will have equal odds of dropping from rerolls—just like how all skin shards (except mythics) currently have equal odds of dropping now from hextech chests." -Cactopus

Riot even said it's unfair in that thread. Free players you don't really owe anything since they didn't pay for a product they didn't receive but there was no compensation for people that paid for chests and rerolled skin shards. I want an answer to why there isn't any compensation for people that paid.

Why was nothing done about scamming paying customers? What does everyone think about the situation?
