Did he start to cast it while he was snared? Or did he start to cast it as he was about to be snared? Huge difference there.

can still EQ while snared, so why not.
The dash is moreso a bonus than anything. The ability should go off naturally through snares as it's a spell thats a 2-in-1. It's both a dash which wouldn't work and the buckshot which would work (and should). I don't really know how to explain this to make sense to myself but the ult should go off, but he shouldn't be able to move. Stuff like Fizz Q is different as it's just a dash, but graves ult has it as an added effect.
Self-CC is treated differently, I think.
He can cast it because moving isn't the only effect of the spell.
Leona could E (but would not dash) for mark + dmg, and Cait could net (and would stay there) for slow + dmg.
Can Cait still E while snared? If so, that answers your question. If not, then it's a rather strange inconsistency.
