Kallista is hard to play and rather weak vs ranged enemys, which are dominating in the current meta, and she's more a team champion with her passive+ult, so she does rather bad in soloQ, especially at lower ranks. Not hard to see why her over all winrate is rather bad(lee is at a 44% and noone would say he's weak, twitch is at 43% and yet had the highest winrate at worlds amongst carrys...)

Also http://www.leagueofgraphs.com/champions/stats is a better indication than the lolking stats. I'm not going to use data from Bronze elo matches to determine whether a champ is broken or not.
Also her win rate is actually quite respectable for a champ thats only been out a week. Its usually lower.
