Request: Add 3 more slots to weekly free champion rotation

Quick summary: Adding another free champion rotation slot for Top Lane, Mid Lane and Jungle Champions will help cycle all champions through the free rotation in a more timely manner.

Rationale: The pool of 10 free champions each week tends to follow the pattern of 2 Top Laners, 2 Mid Laners, 2 Junglers, 2 AD Carries and 2 Supports. However, the game's 124 champions are not evenly distributed among those 5 roles. While some champions are difficult to categorize in this way since they are seen in two (or even three) different roles in the current meta. In spite of that, it's still fairly clear that there are about 50% more Top Lane, Mid Lane and Jungle champions than there are AD Carry and Support champions.

Because there are fewer AD Carry and Support champions, those champions tend to make free champion appearances more often. For example, the most frequent ADC in free rotation is Ashe, who appears roughly once every 4.2 weeks. The least frequent ADC, Draven, appears once every 12.7 weeks. Compare that to Top Lane, where the most frequent champion (Cho'Gath) appears every 5.8 weeks while Rumble appears only once every 21.1 weeks.

Support looks very similar to ADC, where the least frequent champ still shows up every 12.4 weeks (Karma). Mid Lane and Jungle look a lot like Top Lane as well; Syndra is the least frequent Mid Laner at 19.9 weeks; Shaco is the least frequent Jungler at 25.7 weeks.

Since there are more champs competing for the 2 free champion slots with Top, Mid and Jungle, it takes longer for every champ to get a turn in the rotation. A 50% increase in the number of free champion slots dedicated to those roles would help offset the roughly 50% larger champion pool for those roles.
