Pantheon is really more so Oppressive and extremely un-fun rather than "broken". He is up there with in that they exist solely to drive players to the brink of insanity dealing with their bullshit.

The only thing broken about Jayce is people don't run when he puts up his field and manage to take a shot to the face followed by a dive.
