Pretty bad change in my mind, the item was balanced for all of these champions before, the only thing that changed was Kindred is not balanced with this item.

Because ranged champions clearly were the problem with Devourer, and not the likes of Yi, Xin and Shyvana.

Why not just release Kindred weaker instead of fucking every ranged junglier?

When were any of those considered junglers? They are just fun builds, and in case of Cait I found head shots almost every attack with Sated + Hurricane very satisfying.
