Have they actually done anything to change matchmaking or are fewer people playing ranked?
Why not both? You are essentially asking for people who were not hired at all to do a particular type of job to start doing that job instead of the one they got hired for. Artists aren't going to know what to do when it comes to balance and adding a whole bunch of people can cause massive delays in the actual balancing aspect due to everyone potentially having different ideas on how to "fix" something.
You don't ask your plumber to help with computer issues. Sure they might be good at computers but he could also have no idea what he is doing and make things worst
