An Easy Way to Make ELO Hell More Managable - Require Mastery lvls to play Champs in Ranked

We've all been there. You see someone failing hard to an enemy player that they shouldn't be dying to. Before you know it, someone on your team is like "dude.....stop. Stay under tower." The classic reply, "first time ______ stfu."

An easy solution: Before you can play a champion in a ranked match, you are required to have mastery level 3 on it.

Is that hard to achieve? No.
Will it solve a lot of the problems in ELO Hell? It can't hurt.
It will however alleviate this "omg shutup its my first time _______ give me a break" horse shit that shouldn't even be happening in ranked in the first place. You've already got the mastery system in place. Take it once step further and make it useful for things other than taunting with ctrl +6.

And yes, I would like to hear constructive comments. Is this a bad idea? Why? Is rank 3 mastery too lenient?

It is a bad idea, why should players who are decent with a champion but don't play them often because of meta reasons get punished?

No thanks. I have 4 accounts, such a system would mean I cannot play champions on my smurf because I don't play these accounts that often.

IMO best way to get out of elo hell is ONLY play when you get that random jolt of confidence and determination to win. Puts away most the stress from playing too much or worrying about team comps. And just flood chat with retarded comments so nobody will blame you cause you're literally a team poro.

would you need lvl 3 mastery rank in 16 champs or it would be ok to play another champ if yours got banned/picked?, though the main problem is not that someone is bad with a champ or its their first time, the problem at bronce/silver is lack of coordination and attitude. So i dont think the system would bring more good things that bad.
