How do some champs get past the PBE?

Other than Bard, there hasn't been a champ since (arguably) Lucian or Quinn that hasn't been over-bearing at release. Seriously, what is the point of the PBE? Oh, right, so that Riot can put new updates, including champions, out for people to test and give feedback on. What happens instead? People just play the champs, realize how broken they are, then buy them on Live release and play them non-stop because they're pretty much free wins. Ekko's kit...well, everyone know's what's wrong there...Assassin with 3 slows, a speed up, a stun, a shield, a heal+massive (125%AP) damage, a dash and a blink. Rek'Sai did massive damage and never died, either AP or AD, couple that with a knock-up, self heal, global tp on a short cd...Kalista...probably the closest to balanced, but still over-bearing and over-loaded kit for an adc. Azir, Gnar, Braum, Vel'Koz, Yasuo, Jinx, Lucian, Aatrox, Lissandra. Quinn was the last champion (save Bard) who DIDN'T receive nerfs in the following patch. Every other champion has been completely over-tuned and had way to much done to their kits.

Riot needs to step down from trying to make champions that have "neat new abilities" or "cool, game changing effects" because NO ONE CARES. The champions that are being released are being released for competitive now. Riot doesn't give a shit about the casual players, or anything but the pro scene for that point. Riot only cares about making champions that can make flashy plays in the LCS. Why? Because then more people will watch to see those plays live, and Riot makes more money. And before anyone says "but they're a business, they need to make money", Riot makes MORE than enough money simply from RP sales alone! There's a point in time where they should step back for a second and say to themselves "You know what? We getting a little TOO greedy now. Maybe we should focus more on reworking champions that need it, like Singed, Poppy, Urgot, and less on making new champions that will make the game less fun for 3 weeks before we completely gut them over the next 2 months, just so that we get more money through the LCS."

Enough of that, though, back to the main point: the PBE, at this point, is next to useless. There is no way that a champion as stuffed full and over-tuned, and simply just overpowering, as Ekko, should make it through the PBE like this. Riot either needs to look at what they're releasing and actually pay attention to how a new champ performs on the PBE, or fix the PBE so that it's not abused as it is now, because that's all the PBE is being used for now; people abusing the fact that they can play new champs at almost no cost, whilst ignoring the overall goal of the PBE.
