He benefits the least from the cost reduction of crit items.

Personally I think the reduction of cost of crit build items made them too good as there's very little tradeoff for going ADC lategame build and makes their lifesteal even better (adc easily gets all their cake now)

Plus I think his winrate was always a bit under 50% even when he was strong because being properly impactful on him took a bit more compared to some others

i think it's just because he's a more skill based champion, so if he's not genuinely strong i don't think his win rate should ever be overflowing. just my opinion/perspective as someone who doesn't actually stalk win rates

I asked a similar question before, basically he has a low win rate yet still has a close to 40 pick rate. Apparently he still has a upper high pick rate because often the people who pick him aren't mains, they got autofilled or something and play an "easy" adc, or they pick ezreal because the enemy team makes adc's lives miserable so they try to be safe and q from a mile away rather then being experts.

Because he is straight up garbage as an ADC lol AP Ezreal is the only threatening Ezreal.

Cos he's a balanced ADC

Cause EZ is probably one of the hardest if not the hardest ADC to play simply because hes always at a disadvantage because hes primarily based off of skill shots.
