A new support item

I'd like to see a support item that gives bonus ap on activation (with a cooldown). Like, it literally gives like +10 or +20 ap in a radius to its team. So many champs have random ap scaling and I've thought about this for years now. Could it be balanced? I think so. Could it be useful? I think so. Obviously it would have to have other things attached to the item for it to be picked up, but I think it'd be a neat idea.
