I'd like to reach out to the balance team and ask two questions.

  1. Does PTA apply it's 4-12% boosted damage to abilities that already do % based damage?

  2. If it does, then can it be changed so that abilites like Vayne's Silver Bolts, Gnar's Hyper, Ornn's Brittle AA, etc. do not gain the increased damage?

My reasoning for the 2nd is that as a game goes on the power gap that PTA creates for abilities that already do %hp damage would be immense when compared to normal abilities. I understand some people will think along the lines of: the only difference would be 1-2 more auto's so it's not worth changing. However with how fast teamfights end in the current gamestate, classes other than supports can't get off more than 1-2 rotations of their spells and in some cases champions who are tanky are melted because of the extra 4-12% incoming damage from 5-6 (including baron/dragon) different sources.

If PTA doesn't add its boost to abilities that do %hp damage then a nice QOL buff would be to put it in the description of the Rune.

What? It boosts damage you deal by 4-12%. If your ability does, let's say, 10% max HP damage, then increase that to 10.4%-11.2%. max HP damage.

It doesn't work on true dmg so it doesn't work on silver bolts.

It works on physical or magic dmg regardless of whether the dmg scales off target's HP, your own HP, your AP, your AD, etc... doesn't matter what it scales off.

% increased damage is actually strongest with high base damage stuff that normally wouldn't be increased by other stuff.
