You would assume ranged champions used by players that know what they are doing.

A bad player can never get a guaranteed good laning phase.

Usually relies on the matchup.

Quinn vs a melee champ with weak engage and an enemy Jungler also with weak engage is generally the perfect lane for Quinn, for example.

Uh Heimerdinger when the enemy jungler is like Nocturne, Rengar, Vi or Warwick. You're generally so far ahead by the time they hit 6 that you can 1v2. If it is a Jarvan, then he basically comes in and secures your double kill for you with his ult.

It's also pretty hard to lose lane as Malzahar.

Any player who knows how to play has a 95% warranty of a not-bad laning phase.

I'll assume that the question is serious : No champion has a guaranteed good laning phase. There are champs that have a strong one who will win unless they are very much outplayed (Lucian and Caitlyn I think). Others who don't really care about the laning and more about the farm (Orianna for example). I'm not sure if you're asking coming from DotA or another game, but in League, pretty much every champ has a decent laning one way or another unless they are a dedicated jungle or support. so it's pretty much about matchup and player skills.

One of the most stable might actually be Caitlyn. Otherwise, the rule of thumb is : If you're behind, play defensive, lose famr if you must, but don't die.
