Why is there no 1v1 ranked game mode?

The current state of the game makes me feel like my personal skill level is irrelevant, even if I am the "carry" it doesn't matter. It seems like I have more of an impact in games by playing "peace keeper" and trying to convince/begging teammates to not afk/feed/tilt/flame. This helpless feeling is getting old very quick. I know there are many people who feel the same. That said, a 1v1 ranked mode where you can actually see progress based off of your individual skill level would feel much more rewarding. Is there some reason this doesn't exist?

That would be because 1v1 fights are a rather small portion of a team-based, objective-oriented game.

They don't really matter outside the early laning phase.

Also, champions haven't been balanced for that environment. Many of the drawbacks in their kits (i.e. waveclear, roaming, surviving/turning ganks, teamfighting) simply wouldn't exist in that environment.

because they fear 2 MasterYi will just sit in jungle for 40 minutes grinding gold then they freak out when minions win the game
