Why are silver players being matched with players from Iron?

I started playing on a new account on a new server (Malaysia/Philippines/Singapore), and your matchmaking is fucking horrendous.

I've got a positive winrate, and can carry most matches. But the matchmaking is fucking illiterate and I constantly find myself playing with idiots who don't even understand the bare basics of the game.

Last game I have a jungler (Lee Sin of all) who makes absolutely no impact on the game and went 4/14 hard throwing games including kicking the opponent out of my Katarina ultimate multiple times in the match. Turns out this guy's Iron III with Yasuo's picture as his profile cover.

When is the ranked system getting fixed and why am I getting morons whose MMR should never be anywhere near my own?

This isn't even a low elo problem because these guys are usually not even in the same elo as mine but usually an entire to two fucking elos below mine. Stop placing them in my games. They clearly can't hold their own due to not playing at the same skill level and clearly don't deserve to be paired with higher level players ruining both our experiences.
