Allow to us to report even after a quedodge

I get many trolls in silver and it sucks most people think there isn't a elo hell when there is. all in less than 1 hour of been logged in today. 1.) new champ was banned so our jungle fed bot lane and blamed it on us and called us rude things and because in silver no one reports it seems meaning less and so i recommend a system where we can upload screenshots so that 1 report does count. 2.) we had a support get man that we had a graves top in champ select so he went garen support with smite and tp said "gg free elo ill troll" Good eamate : ? NICE FLSH NOOB : graves top. Personax : dude its fine Good eamate : wow Good eamate : ? Personax : graves top is good NICE FLSH NOOB : ill troll Personax : please dont (Names have been modified so that the people are not harassed"

We need the tribunal to allow us to submit reports with evidence like a real court because if one does not type or types saying "Sorry im still new" stuff like that it seems like the Accused is really a new player but instead is a smart troll and with screenshots/video we can prove it. this will open many new doors in cleaning up toxic players i will not lie i have been a toxic player i have had many mutes...and a ban but after i was banned i have changed my ways...and its that reason i wanna see toxic players ban so they learn there lesson.

We also need to disable new champs in ranked for a week so players can play them in normal so we don't get thet one summoner who thinks new champ is freelo and feed with it by accident having a bad game and we cant report someone for that because it is a bad game they did not know how to play said champion..or allow players to only play rank 5 mastery champs so that they don't play the new "op" without trying it out in normals first this will make ranked more skilled across all levels and increase the competitive game play.
