Anyone else think that riot should do smth about lucian ?

Yes they need to buff him. Currently in aoll regions sports a 45-46% win rate. He scales poorly. The early game power that he is supposed to have is non existent when you compare him to caityn draven mf jhin. right now he is even struggling in lane against match ups like vayne and twitch. past 25 minutes his win rate is just about as low as kalista. ANyone saying other than this just has their head up their ass.
Lucian is still a decent pick in some situations. I stopped playing him maybe 3-4 patches ago and started playing Ezreal and Vayne. Lucian struggles in the early laning phase because he lost some of his poke potential. Riot should give him his 1100 range Piercing Light back and Buff the scaling on it a little bit. Right now it's a bit too weak. Lucian should also be able to remove slows with his E again, because he is too vulnerable to CC when he is ulting or in a team fight. He does not have the long ranged abilities of Jhin or the invisibility of Twitch and Vayne to compensate.
You also need to take items into consideration, as Youmuu's has been changed and just feels strange to use now. It still makes sense on SOME ADCS like Jhin or Twitch, but other than that it isn't what it used to be. Not much else has changed here, but it still affects his play style and laning.
The masteries were the biggest sucker punch. The new fervor is just garbage. Take warlord's. The in combat ramp up abilities are pretty good on him, but the other ones are just garbage.

he is an early > mid game champ, then falls off he always has (except through the last meta as games where so short, he was strong through out)
his item build has just changed a little, and part of the Apen update/changes was due to champions like lucian abusing there inherent power + early items to snowball and end quickly, too quickly (this doesn't and never happened in low ELO, well ok seldom rarely)
what people have trouble doing with him is abusing his lane bully ability then snowballing into an early mid game and to finish early, with lucian if you slow the game pace down or the enemy manages to stall you, thats it, you fall off.
he has a clear win condition, clear strengths and weaknesses which can be abused by allies or opponents, one of them being his mechanics, if you don't spell ''weave'' with him you basically are playing half a champion.
kalistsa on the other hand while has clear mechanics she doesn't fit any role in the current game except ''takes too long to power up and i can't cancel my auto.....'' either she gets changed / updated or she waits until the meta fits her again.
