Nearly all junglers in low elo will start on bottom side and work their way up towards top. It will generally be at 3 minutes that they finish their top side buff. This means they will either look to finish the rest of their camps, gank top or mid, or try to invade. I usually like to have my top laner ward over the wall to the top side buf at the start to make sure this is the route the enemy is taking.
After this, raptors are usually a common place for the enemy jungler to go. Most find them to be difficult to do on first clear so you can expect the enemy to do them either immediately after first back or at around 4 minutes. From this point on it really depends on the person playing jungle. There are 2 easy ways to track the enemy jungler. The first is the buff spawns. You can expect most competent junglers to take their buffs as they spawn and catch them there. If they are not competent you can just steal their buff and you come out ahead anyways. The other way is to have either your junger or yourself completely illuminate the entire bottom side of the jungle. If the camps are spawned and the jungler isn't there, you should be able to expect them in the near future. If the camps are gone and the jungler isn't, there is a high chance that they are on the opposite side or in your own jungle.
You will probably find it very difficult to get low elo junglers to work with you in this manner or to buy
to assist in warding the enemy jungler, but I hope this helps.
