I think you overrate boots. They are actually gold efficient and tier 2 boots shouldn't bought before first major item, sometimes even after second major item. Tier 1 boots can be bought optionally if you have the gold and nothing else to spend on.

And no, not 80% of the golds get ELO boosted, gold is just rediculously easy to get in nowadays. 23.5% of the ranked players are currently gold. This used to be below 15% in season 3. Gold V is a mediocre ranking now. Does not require much efforts to get there. A friend of mine played ranked as soon as he was lvl 30, (I told him not to but he didn't listen) and he got Gold V within 30 games. BTW he sucks balls at this game.

Getting boots on your first B isn't always realistic, but sometimes it's good to grab tier 1 boots and part of your major item.

Besides, imo, Vayne should grab item 1053 on her first b if possible, or item 3144

What do you buy? 2 boots on first back? I mean...I'd rather have recurve bow and vamp scepter, than the bilgewater itself. Maybe she was saving up for vamp? You never know unless you were that person. ^^
