Why are Regular accounts and PBE accounts not tied

How are you to get substantive stats on how champions interact if you have diamond players wiping out iron/bronze teams Wouldn't making it so that your Riot account is your PBE account, as opposed to having the 2 be separate things make for better insights on to how champions function in different tiers? Or is it all/only pro play that needs the balancing?

The better question is why not re-do the PBE system in general and then link it to the new macro client so you can just change your server to the PBE? PBE being "invite only" and "exclusive" is already WAY behind the times.
