Talon Passive Rework

Alright, so Talon isn't the most viable assassin in the game, but I think that with a little rework of the passive he could become really strong. What I have in mind is something similar to Azir's passive. Something along the lines of "for every 2% of cooldown reduction Talon has he will gain 1% of spell vamp.". He is an AD caster so it makes sense for him to be able to utilize his skills to their full potential like many of the mages do, not to mention he uses mana and not energy, and his skills are quite mana pricey. I get that there used to be an item that gave AD and Spell vamp, but it was removed for being OP, but honestly, this doesn't seem that OP to me. Sure it's an upgrade from the current passive, but you have to remember the high mana costs, the fact that he can't use cutthroat to jump to allies, and I believe it would only activate from Rake and Shadow Assault. It's giving up a little bit of damage in exchange for bit more survivability. Maybe someone else has a better idea than me tho, but I do believe spell vamp is the way to go for a balanced Talon.

The state that Talon is in currently is actually fine. He's more of a balanced assassin that some others would have you believe, and he does actually have to take great risks for his assassinations, but are rewarding if pulled off. I don't think that sustain makes any sense on an assassin, as they are designed to have a weaker laning phase in exchange for their massive deletion potential later on into the game. You are supposed to be able to harass and push out melee assassins early with enough pressure.

Talon is THE most balanced assassin in the game, he's what riot should strive to design assassins like, Rengar is also a healthy assassin.
