High ping only on Summoners rift?

Past few days Ive had around 170-200 ping for no reason when I've been playing ranked, which feels more like 1000 ping. Having up to 3-30 seconds delays with minions freezing and champions teleporting on map with only 170-200 ping it says. Today I played a ranked and had this happen constantly throughout the game, then I restart my router, ect and try a normal poro game with a consistent 90 ping and no problems throughout the whole game. Then I go into another ranked game with 170-200 ping with same problem throughout whole game( luckily it was an remake). Don't have this problem at all on the websight or other games, ect. Only in ranked, I have a friend who I know in person and we are on the west coast who has also been getting lag, but not as bad as me. Probably because they have a higher dl/upload speed than me. Just tried a custom and same thing happened.
