Is sejuani even playable these days?

She was meta for a really long time and now she isn't meta.

They just increased her cooldowns I'm pretty sure. Cinderhulk was really put in the dirt which was the big thing that killed tank junglers. So it's not like she's god awful. You can still play her and make great engages. But you can't really fight in your own jungle or over scuttles and you lose to counter ganks super hard I'm pretty sure.

Sej is quite dull though if I'm honest. It's like a viable version of Braum jungle. It'd be cool if she had AP scaling so she was less reliant on cinderhulk, other junglers that used to go cinderhulk now go for the "ludens" jungle item if they have decent ap ratios.

There really needs to be the introduction of a tank jungle item that is healthy for the game. They currently have a jungle version of Sunfire cape, I really think that should be a jungle version of Dead Mans Plate. I just think that most tank junglers would benefit from that and the ability to chain slows to make their ganks successful.
