@Riot Inquiry on Hotfixes

Ok so I read the post about Vlad maybe becoming overpowered when Riot rolls out the AP itemization changes, my question is that: If a champion is indeed overpowered in the release of a new patch within a time frame of 1 week then why not use hotfixes/quick patches to just adjust said champions/items so that acceptable power levels are reached rather than waiting about 1 month before any more changes are made? I believe that Riot does have the manpower to actually implement that sort of system however they choose not to implement changes when it is deemed necessary before the next Full Patch. The notion that Riot does have the manpower to change champions damage values before the next Full Patch comes out is because most abilities have a flat % scaling, meaning that changing the base damages would not majorly effect the game unless to balance it, add onto the fact that damage inputs are pretty much binary/hexadecimal values that are calculated by the game's engine. The idea that I have for the patches would be similar to what Riot did during their older patches where it would be Season.Patch Number.Fix Number, so it would look something like: 5.12.3 .
