why is the dude playing singed support with a good winrate who is trying to win going to get banned but the mf support who is asked nicely not to go mf in champ select then proceeds to get destroyed in lane followed by taking farm after being told not to, not getting banned?

He was being punished for not adhering to Role Selection (which Riot stated they would enforce when it was released) rather than for playing off-meta.

That's not what happened, if you watched the video, what he did was he would leave his adc for a moment to roam into the jungle and tilt the other junglar by stealing the buff. Followed by returning back to the lane with his adc.
The issue was most people on his team didn't like it and in the response you see Riot Staff member saying he could be banned for not doing the meta simply cause he never got sight stone. HOWEVER, I've seen many people not really "Support".
He had over 2000 games with singed and got to plat with it with about 53% win rate. Pretty good.

He doesn't get to lane until 4:30, leaving his ADC alone that time. Between being forced back to tower and being 3-man dived, his ADC is behind him in gold, they're tied in CS, and tied on levels. Caitlynn is ~ 400 gold down on Ezreal because of this.
At 4:50 game time he points out "I'm a level ahead of the Janna". He's the same level as Ezreal, and Caitlynn is the same level as Janna. Janna gets Level 4 before Cait.
At 7:50 he's still ahead of Caitlynn in CS, and is rivaling both junglers for CS. Caitlynn is 1000 gold behind due to the strat.
It might win games, but it's at the cannibalization of his own ADC/Jungler's success.

However shouldn't be bannable or punishable. That's like saying supports are only allowed to carry exhaust not ignite. Or you can't adc unless you bring heal. You have people report him because he plays that tactic. I had a blitzcrank go mid before even through he isn't a mid champ and win. He shouldn't be hit with double standards to where. "Im going ot report you if we lose." If that's the case I got like 400 people I could of perma banned because they didn't listen to me or the team cause they didn't want to take any advice.

It's how they're playing that's causing the problems. Someone doing the same thing with Leona, Naut, Blitz, Taric, or any other champion would be in the same boat.
It's not the Singed part that's the problem, nor is it the Summoner Spells.
None of your examples are remotely close to the problem here. The closest thing this falls under is not playing the role you were assigned in champion select.
