Ranking System/Matchmaking Rework?

so im curious as to how everyone else feels about climbing the ladder. It appears every time i get close to moving up, Riot thinks throwing teammates with lower W/L ratios, 5 game losing streaks, and reportable offenses makes a good teammate for myself coming off of a 6 game win-streak, positive KDR for the past 26 games, and a 26/14 W/L ratio. Someone explain?

I was in a match today where a guy was in his series to get Silver and we had a B4 and a B5 on our team. I was B3.

The guy shouldnt have had to get the lowest half of the ladder to get to the next section.
