Bard Support Rework

I think that Bard isn't a "real support" and he needs some changes:

Q: Bard fires a missile which will slow the first enemy struck, and continue onward. If it strikes a wall, it will stun the initial target; if it strikes another enemy, it will stun them both. If the missle hits a teammate he will gain 65% decaying movement speed for 2 second.

Bard fires an energy bolt, dealing 50/105/150/200/225 (+45% Ability Power) magic damage to one or two enemies. The first target hit will be slowed by 45% for 1.2/1.5/1.8/1.9/2 second(s).If the bolt hits another enemy or a wall, any enemies hit are stunned for 1/1.6/1.75/1.925/2.35 second(s).

W: Reveals a healing shrine which powers up over a short time, disappearing after healing the first ally that touches it.

Bard raises a health shrine that immediately offers 20/50/80/110/145 (+32.5% Ability Power) health, but restores up to 80/115/165/200/245 (+63% Ability Power) health as it gathers power for 10 seconds. The shrine's effect also grants 50% movement speed for 0.5 seconds. Bard can have up to 3 shrines active at once, which remain until visited by an ally champion or crushed by an enemy champion.

E: Bard opens a portal in nearby terrain. Allies and enemies alike can take a one-way trip through that terrain by moving into the portal.

Bard opens a one-way corridor through nearby terrain. Both allies and enemies can use the corridor by right-clicking on any part of it while near its entrance, with allies and Bard travelling 35% - 50% faster than enemies. The corridor disappears after 10 seconds.

R: Range 3400 --> 3750

Bard is fine for the most part. He just needs his Caretaker Shrine to charge faster with each rank, like -1.25s per rank. So it'd be 10 / 8.75 / 7.50 / 6.25 / 5.00 seconds of charging up to its full potential. That's his only real issue, otherwise his kit is great in the right hands.
