About the Tribute Passive
Why does Brand's passive proc tribute, but teemo's E passive not? Also does Twitch's passive proc it? What about Cassiopeia? Seems inconsistent.

WarlockLaw1 votesI have never really understood why teemo's poison doesn't proc it when it is an ability while brand can get all the charges with his passive. The item itself only says spells and auto attacks not passives
