Why Riot think it's a good idea to put placement players in promos?

You guys noticed that in the lower elos promos, you get random placement players that just int your game? How is that even possible to think it's a good idea to test new players against people who have learn to play the game anywhere between 3 months (bronze) and two years (gold)?
