Disallow champions hovered for pick intent to be banned by teammates

If I'm hovering a champion, don't let my teammates ban it. If the other team bans it, oh well that's fine. I'm tired of the "oops I didn't see" bullshit. If you didn't see, you weren't paying attention and therefore I don't want you on my team. If you did see, then you're trolling and there's nothing I can do about it other than dodge which only punishes me via LP and dodge timer. It shouldn't be that hard of a change to implement, especially because it happening negates the whole purpose of pick-intent.
