A lot of problematic champions/synergies are caused by this item 
And now that armor's been nerfed, how about just removing it, it's not healthy for the game

Possibly buff in compensation some balanced/weak champion that kinda rely on it (

Or maybe just make it "Melee only" and then alter the stats to fit a fighter's damage item?
Because its healthy on its own as a tank breaking item. But some AD carries just abuse it. Vayne being the most notable case. And yes ofc, compensate buffs to others who NEED it.

Can you remove the BORK + Sated combo, it's really annoying to play vs someone with such insane dps dmg who is full tank with just 2 offensive items
Devourer just needs to be removed from the game. Botrk itself is not broken. In fact devourer itself is not broken, it's particular item build exploitation that makes them broken. That said Devourer synergizes with more than just botrk, it synergizes with any champion that has an aa based reset because it's applying the attack count twice.
Devourer abuse is more than just botrk... lol Botrk is a nice perk but you're doing it for the skill reset which makes your damage output explode even without botrk. Had a skarner game where I built devourer and then went tank. The damage output was obnoxious... I had a titanic hydra and I had my q. No bortk, I pretty much just shredded anything.
