All i can say is with 70 ap= 400 damage q=balanced (cause it also snares you).

It's fairly easy to dodge, so the snare time is for you to facepalm that you got hit by such a slow moving skillshot. Hell, it's not even instantaneous - it has a cast time. After all, it's not like looking at your screen will help you once you've been hit by it.
