Blind Pick and Lock In button

Why is their a lock in button for norms blind pick? In my experience it is only a tool used for people to force getting the role they want instead of the role they should fairly call. Even a lot of people lock in after calling only to realize after lock in that they did not actually get the role in chat but are now stuck with a specific champion.

I personally never lock in unless I am locking in a lane I called that an auto locker tried to steal. Why not save some raging and remove locking in at a 15 second timer in lobby before Lock in possible?
