What are Riot's thoughts on the state of Summoner Spells, particularly Ghost?

I mostly am making this topic to see if there's any plans by Riot to address the enormous ubiquity of Ghost in the midlane right now (basically every mage just about is Ghost Flash). Ghost seems just so strong right now due to its relatively low cooldown and how versatile it is both offensively and defensively. It's a really underrated part IMO in what makes certain OP champs right now as OP as they are. For example, a big part of what makes Syndra so frustrating to deal with right now is the ability for her to miss a bunch of spells and still kill you, because the only counterplay to her R is to not be in range of it, but with Ghost that's basically not an option. Obviously this isn't meant to be a topic about Syndra so I won't go further into that but you get the point. Cass is another great example of someone who just feels really frustrating to deal with with Ghost.

I'm all for Ghost being used on these champs for the reason it is, but it seems like it really is just drowning out all other choices right now. Champs tend to just have the damage to not need ignite as long as they stick to the person with Ghost, and it's better in late game. Exhaust is situationally good, Barrier and Heal almost never really used anymore as they tend to get bursted through.

In addition to that, I'm curious about Riot's view on summoner spells in general. There's been a concerted effort lately on Riot's part to increase diversity and uniqueness with class updates, but it seems summoner spells have been left behind in terms of this. We're into season 7 and Flash is still seen on virtually every champ every game, Teleport top, despite many nerfs and changes, is still almost seemingly necessary all the time, and there always seems to be a "pick whichever is better at the time" between Barrier and Heal. They did do some good things with Smite to allow some diversity there with Smite upgrades. Maybe they could go that route and just make other summoner spells have upgrade paths? I've thought for awhile too they should just make Flash a universal summoner akin to recall, but maybe not.

Would love a Rioter to respond, but if not what are everyone else's thoughts?
