If Graves is intended to be good lategame why is he outshined by every other lategamer?

Vayne 3 shots him before he gets and grit stacks. Jhin 2 shots him. To kill those same targets you have to land at least 2 autos and hit your q and r but all they have to do is auto...

One could make the argument that Graves is more of an anti tank/anti assassin champ but frankly I don't see him shining anywhere outside when he's grossly far ahead and that's a bad measure of what he should be able to do. I was fine with all the number changes for a while but now he just feels really weak.
