Step 1) Just pick an item is being abused on non-tanks.."deadman's plate"...for example

Step 2)Determine what champs are using it. (That in theory shouldn't be)

Step 3) Find common ground with the Item and put NEGATIVE Stats on it for the champ abusing it.

Example: Deadman's Plate, presumably being abused by Ekko or other NON Tank AP's. Go ahead and stack on -100 AP. Or a stat that would reduce the effectiveness of the item but would still make it viable for the champs/tanks that SHOULD use it.

(This is theoretical completely the numbers are by no means a reflection of what really should happen.

BUT I think if we thought more on the avenue of NEGATIVELY impacting champs that are abusing an item or shouldnt be using it. I think this is a creative way to go about it.

As I said this is just a thought not something I am actually advocating as i don't have raw numbers to support myself. just the Flaming on the boards and Reddit.

As much as I love the idea of having certain items with negative aspects to go with their positive ones I don't think it should be a point of champion balance. They should be items with really strong effects that come with a serious cost, rather thing simply acting as deterrent to keep champions who clearly have problems within themselves in line.

For example back when items had lore Warmogs was said to be a living set of armor. It will protect it's wearer, at least up until the point where it tires of you. You don't want to be wearing it when it comes to this decision. Something like this would be a very interesting addition to the game. It can give you high defensive bonuses, but is the non-gold cost worth it? Maybe it's not something we need, or even want, but it would surely make things more interesting. Just picture if Bloodthirster sapped your own life force if it's hunger is not sated, or if Abyssal Scepter could slowly drive you mad. The ideas are endless, and if more items are added instead of adding onto existing items you can get quite a bit of variety.

Using this sort of idea for balance purposes, however, does nothing but lower the creative freedom of players. Why should AP tanks not be allowed to use Dead Mans Plate? It's a tank item after all, and even though they can easily build some AP they are still tanks. I'm talking real AP tanks like Maokai and Zac, not the non-tank champions your suggestion is actually aimed at. You could say "well maybe not that particular change, but something like it" but you'd still face situations like this.

TLDR: If negative effects are ever added to items they should be special effects that balance out very strong items, rather than a plain stat reduction that makes the item less appealing on certain champions simply so the champions can remain unchanged.
