Triggering Varus's Blight Stacks on an Enemy Champion should restore Mana

Varus has a pretty mana hungry play style due to the emphasis on his abilities. I think catering a bit to his auto-attack spell-weavingness would help him out a great deal. The way I imagine is that Varus should restore a flat amount or a percentage of his mana when he detonates a blight stack on an enemy champion.
