Is anyone else's Game running 50% slower?

So I was playing some normals when half way through the game my Lee Sin and the enemy Vayne start complaining that their game is running like they have slo-mo on as if they were in Spectator mode. Anyone else having this problem, or to any similar effects?

My game runs about 20% slower when everything I buy a frozen heart. All my enemys look like they attack slower o.o Might be a bug.

I did think something was off the other day but I didn't think anything of it I'll check tonight
