with a fluxuating 15~20% play rate (lets just say 17%) hes seen every 1/6 ~ 1/5 games. unless you are the one maining him, in which case its pick/banned and you play with or against him 100% of the time....

but thats just math.

realistically i play against zed every third game, because im not always mid lane.

which is why i ban zed 100% of the time, because hes too much of a hassle to deal with if im not the one in mid lane, and i surely dont want to just throw away a game because the enemy team picked zed.
