Riot? Sona E change now live? Not in the patch list

A just played a game of mid vs mid and I noticed something weird on my lv 1 E song of celerity. It was fast as hell, being a Sona main, I know her E isn't that fast, but she could actually get out of Azir's Q fast. When I checked it, it said 30% + 4 due to AP scaling, at level 1. I remember her E being a time ago 15% movement speed buff to herself and I checked the patch to see if she had got a buff, and she's not even in the list. Did this slip through, cause the 30/32/34/36/38% (+8%/100 AP) was in the PBE and didn't make it live. I adore Sona but...when did THIS happen? Found it today after I did the patch.

I tried this on a custom game, and i also found that her power chords are impresively fast now, like there's no wind up whatsoever. That said, this buff feels amazing on Sona haha!

I haven't been following PBE much lately, but is there any reason why it didn't make it to live? I was actually liking this change for Sona.

they said they had some mistakes happening when making the patch notes where some changes werent documented obviously one being sona

Undocumented change, wonder if that was intended to go in or not? I don't think so, as they took back the rest of her changes. Seems like they made a mistake?
