Why is there no pure solo q yet?

Why is there no pure Solo Q? We already have Flex Q, why do people that want to climb by them selfes have to deal with premades that can abuse their better communication? Most of them do that, and if you have 2 premades in your team and do anything slightly bad, they are going to insult the fuck out of you. Not going to play or sometimes just straight up trolling. Why is that a thing? Why does Riot have problems with that? Please I need an answer. I'd understand it if we were in season 1 - 5, but we aren't.
