she's already such a pain in the ass to deal with, speeding up her chains means theres no counter play :/, she's already tough as it is

She needs more than 200 speed increase on her chains to be playable. Maybe reset her ult on kills and assists, that would put her on a decent spot.

none of CC, tankiness, or MR work against her combo. (She can just W-jump away from any CC other than taric)

Reasonably fed, she can 100-0 almost anyone. requiring morgana to be on your team for black shield, is not "plenty of counter play"

I play her veery often and a problem are tanks, cc, a bad team, a bad day, some annoying matchups (Yasuo, Lissandra, Azir - when he is smart). Or when you just deny her snowballing effect.
