Teemo needs a small rework

Teemo is a very annoying champ as any top laner will tell you. He is a troll pick in my opinion because despite how annoying he is i have never seen a Teemo win lane at least not without jungler camping top. He falls off hard late game and at that point is almost a non factor in the game. I think a small rework for Teemo is long overdue. He was created to be a mid laner but has found a very unfair position in top lane and some ways to make him more top lane oriented would be in my trashy opinion

Decrease early game mana pool make q a skill shot make toxic darts cost mana and only let him have 3 shrooms out at a time like Heimer turrets.

These may be nothing more than my bad biased opinion but these changes could make him less annoying and unfair. I don't however have any ideas to keep him from falling off late game.
