Wu got nerfed o.O

If you look closely at the patch noted 1 line under "bugfixes" they say "Blackout passive no longer triggers individually on clones, We are looking at you Wu". So my question is are they talking about this item " " if not then what item was being triggered by his clone? what do they mean when they say blackout. so confused, help me. lol
