So I got demoted to oblivion form S5 to B4 and all those games were either filled with afks or trolls. I havent seen any players near my skill level. So why am i in ELO hell? Is there a player balance issue? And can you guys give me to get out of this version of hell?

Stop thinking you're entitled to anything. At all. Assume all of your teammates are brain dead 8 y.o. who don't know what league is. Some of them actually are (seriously, I personally know 8 y.o. who fuck up other people's rankeds).
Now that you know that you're playing with idiots, there are a few things you need to do:
1- Learn to lead. You are surrounded by idiots, but you have game knowledge enough to turn the tables. Make the calls. Convince them to get that baron and finish instead of farming the jungle to buy another elixir. But to be able to do that you will need the following point;
2- Learn to be a likeable leader. I don't care how much you hate your teammates, they must feel like you like them so they will feel bad about trolling and making you lose the game. This means you should be craking some jokes on champion select, talking to them before minions spawn, defining the game strategy early on. The most common cause for lost games in bronze according to this board is: My teammates are arguing over stupid shit and rage quitting/feeding/tilting hard. You counter that with personal skill and some level of empathy. Copy paste the following into your brain and type it whenever two of your team mates get into a fight: "There is no reason to act like kids guys. We're here to win the game. Report each other if you feel like it, but right now arguing will only ruin the game for other 9 people. We're all fucking up contantly, myself included (This is important as fuck. I don't care if you are 22/0 and have taken 2 dragons, a baron, 3 turrets and an inib by yourself, say that you are also fucking up). Lets pull our shit together. We need to [insert game plan that actually has a chance of working here]. We can do this." Two important parts is: making they stop focusing on the hate they have for someone and tracing a compeling game plan. This really goes a long way and I've came back from lost games more than once with this.
3- Tilt your enemy as much as you can without being a dick in chat. Killed someone? Teabag the body. Dodge their skill shots and do a little dance while you keep dodging it. Spam laugh as much as you can during lane. If you have a mastery level above 5 (5 is common now) spam the shit out of it. Correct tilting occurs when you combine mechanical skill with assholishness. You get bonus for saying passive aggressive things like "so close" after winning an all in. Don't try to crack jokes after you die, unless your jokes are tilting them, then you joke all the time. IT IS WORTH LOSING CS TO TILT YOUR ENEMY IN BRONZE.
As long you actually have the skill to beat those players in a regular situation, mastering those three skills will win you many games.
