As an immobile mage with no escape mechanism this change would be one step in the right direction for brand.

You know what a good buff to Brand would be? For his ult to actually do what it says. Funfact: Pyroclasm's Blaze bonus is nonfunctional because of a bug. And Riot won't fix the bug because they feel it'll make him too strong. But they let the tooltip straight up lie because they feel like if they removed it, then they would be obligated to buff him.
Running into a bush counters brand? ROFL then running into a bush also counters 95% of the rest of the champs as well. Ready for the counterplay? Buy scrying orb, fleeing opponent runs into brush, use free trinket, profit.
