Jungle Nerfs

For 3 consecutive seasons now, the jungle has been nerfed. It's to the point now that a typical game sees the jungler 3+ levels behind the solo lanes. The gold is weak. The Jungle mobs HP is doubled. The damage from Jungle mobs is insane, not even Warwick can jungle without Health Pots anymore, and the general consensus from my long friends list is Riot has no clue what they're doing.

Let me guess. Ghostcrawler redesigned the jungle?
