I think it would help give some impact for her passive if there was an accompanying visual effect or sound whenever it activates. Though it's quite powerful, it's hard to gauge just how useful it is without knowing just what abilities activate it at what health points.
yes and no i think it would trigger more often than you think. i find nidalee pounce refresh sound effect annoying, even though it is helpful in her case. whereas for poppy knowing if her passive came into play or not doesn't change how she should go about playing.
it might change how you build perhaps however. try to recreate whichever build you heard the passive most often with.
