Why is Devourer OP?

I'm not trying to argue it's not, it's just I'm dumb and don't see how double on-hits every other attack are considered so overwhelmingly powerful. Good, yes, but not super duper good.

It's not. People just don't abuse the weaknesses inherent in both devourer and the champions that build it.

Ok the item its self isn't op but it is abused by certain champions just to name a few xin yi vi and vayne is she gets it fast enough without feeding. So ask your self this what exactly is devourer doing.

+50% attack speed +50 on-hit magic damage Passive UNIQUE – PHANTOM HIT: Every second basic attack will be a phantom attack that triggers on-hit effects twice.

SO with the post of its stats it claims to have a phantom hit. what exactly is a phantom hit. Well you try and make it clear its this. If you have 3rd strike passive like say master yi's double attack passive, Xin's 3 talon strike, Vi's denting blows and vaynes true dmg from 3rd ring strike. So what this is doing for them is they no longer need the UP time to attack them as long because when you attack them for a second time now vaynes true dmg just proc off of 2 auto attacks xin only needed to attack you twice for the knock up and vi only needs to hit you twice to proc denting blows.

So with the math given i'll just use vayne here as a example. If a normal fed vayne needed to attack a tank up to 9 times to proc 3 true damage rings with sated devourer she only needs to hit them 6 times instead of 9 and she is still procing the true damage 3 times.

Do you see now why its op on certain champions who can abuse this.

Take any champion with an on hit effect in their kit. E.g. how udyr stacks his phoenix stance, kayle's armor shred, etc... then add on the on hit magic damage from devourer, on hit percent health magic damage from blade of the ruined king or wits end, etc...

It has unnaturally strong synergy with other items. In the case of BotRK an already really strong and probably overtuned item (blade in a balanced state should be only purchased against enemies stacking health - when zed and vayne rush it every game (and others too ) it's overtuned) is being made significantly stronger.

It's op Bc you get free AA when others can't. It makes AA based champs op Bc the were already AA base champs and this just further makes em better with no counter play.

its OP because it deals a large amount of magic damage, especially when champs are currently itemizing armor in the laning phase, or nothing at all , and its still quite large to squishies, more effective than warriors/runeglaive even on purchase.

on top of that, it helps tremendously with jungle clear speeds acting for a double wammy for both amazing single target killing, and jungle clearing.

overall, it just needs to be toned down a bit, then it would be manageable, but right now devourer is never a wrong choice unless you literally build nothing but the devourer (0 on hit effects).

Procking 2 on-Hits is a very tough thing to deal with especially since its so hard to itemize against on hit abilities/passives. BOTRK for example; how do you itemize against health % Damage? You literally can't. And since it's procking twice instead of 8% health per hit you are doing 16% health on every 3rd auto. Also with characters with on hit abilities it makes them super strong. Take Yi for example his passive "Double Strike" attacks two times every 3 basic attacks. Add that in with the BOTRK passive and you are doing more than 20% percent health per passive+BOTRK prock which is absolutely ridiculous on top of the item having built in magic damage just adds insult to injury. Same applies for champs like Vayne etc. It's not a very good item in terms of balance and needs to be fixed honestly.
