Bramble Vest is soooo OVERPOWERED

Hi,im Fiora main.As fiora im used to do good against tank cause of my passive true damage.Yesterday i played against maokai top.In his first back he bought bramble vest and that was end of laning phase.I cant lifesteal,cant heal from vitals,cant damage him,and hes doing 2x times more dmg than me with 12ap in hes stats.Plese riot,nerf that item.It cost only 900 gold and gives to much stats.Esspecially grevious wounds,thats so op and there is no counter to that.
